Position Summary

The Right-of-Way Supervisor leads field acquisition teams and carries project corridors from assignment through clear title. This role sets agent priorities, reviews negotiated agreements, and serves as the primary link between field staff, project managers, and client stakeholders.

Key Responsibilities

  • Supervise a team of ROW agents across one or more active corridors.
  • Assign parcels, set acquisition targets, and monitor weekly progress against schedule.
  • Review offer packages, negotiated agreements, and closing documents for accuracy and compliance.
  • Resolve escalated landowner concerns along with complex valuation or title issues.
  • Serve as client liaison, delivering status reporting and acquisition forecasts.
  • Guide condemnation referrals and coordinate with legal counsel when needed.
  • Mentor agents on negotiation technique, documentation standards, and regulatory compliance.
  • Maintain quality control over project records and deliverables.

Required Qualifications

  • Five or more years of ROW acquisition experience, including team or project lead responsibility.
  • Proven record negotiating complex acquisitions on infrastructure or utility projects.
  • Strong command of the Uniform Act and applicable state ROW regulations.
  • Excellent organizational, reporting, and client-facing communication skills.
  • Valid driver’s license and ability to travel across project regions.

Preferred Qualifications

  • SR/WA designation or active IRWA membership.
  • Experience managing condemnation and relocation caseloads.
  • Background in utility transmission, pipeline, or transportation programs.
  • Bilingual ability for landowner and community engagement.

Work Environment

Combination of office coordination and field oversight, with travel across active project regions to support agents and client meetings.
